MGM National Harbor

Although MGM had always invested in the communities in which they operated, they understood that the market in Maryland would be different with regards to both the visibility of building a $1.4 billion destination casino and resort and the level of expectation to bring jobs and business opportunities for local, small, minority and women owned businesses.

MGM National Harbor engaged Laisar for this project because of its extensive expertise in supplier diversity compliance monitoring services for large scale public/private projects.

Whiting-Turner and MGM National Harbor Construction

Provided regulatory compliance diversity reporting services to The Whiting-Turner Contracting Company (WT) in support of the successful implementation of economic inclusion and workforce utilization analysis and reporting of established goals for the construction of MGM National Harbor.

Skipjack Wind Farm

Skipjack’s parent company Deepwater Wind engaged Laisar to provide consulting services in accordance with procedures, guidelines, and goals developed in consultation with the Governor’s Office of Small, Minority & Women Business Affairs (GOSBA) and other State of Maryland stakeholders.

State of Maryland Governor’s Office of Small, Minority & Women Business Affairs (GOSBA)

Maryland’s MBE Program is well-recognized as a national model for minority inclusion in State procurement and contracting. In 2008 when voters approved Video Lottery Terminals as a source of revenue for the State of Maryland, GOSBA was tasked with implementing the legislation that would ensure that developers and the selected Prime Contractors would adhere to the target MBE participation goals.

This was unchartered territory for GOSBA and in 2010 Laisar was awarded the contract to help interpret the new legislation and create the mechanisms to effectively provide regular reporting to the Governor’s office and other constituencies.

FDA/CTP/OCE Contract and Technical Assistance

The Food and Drug Administration (FDA) Center for Tobacco Products (CTP), Office of Compliance and Enforcement (OCE) contracted Laisar to identify barriers which precluded a state or territory agency from effectively and efficiently performing their contractual requirements and assist them in creating and implementing solutions to such barriers; Assist in identifying practices States and Territories can utilize to meet the contractual requirements of the program; and perform duties to assist States and Territories in fulfilling their contractual requirements, when necessary.
