Laisar currently delivers technical support to Deepwater Wind to deliver a detailed Small Business, Minority Business and Women Enterprise Participation Plan presented to State of Maryland Governor’s Office of Small, Minority & Women Business Affairs (GOSBA) for the Skipjack Wind Farm Project. The Plan provides extensive detail on the activities that would be taken for Outreach and Monitoring, Tracking and Reporting requirements in meeting the established economic inclusion and workforce utilization goals.
The Whiting-Turner Contracting Company

Laisar currently provides regulatory compliance diversity reporting services to The Whiting-Turner Contracting Company (WT) in support of the successful implementation of economic and workforce utilization analysis and reporting of established goals for the construction of MGM National Harbor, a Destination Resort Casino at National Harbor, creating thousands of new, local jobs, providing enormous economic benefits to the region, and specifically to Prince George’s County, MD.

Laisar currently delivers technical support to MGM National Harbor, a $1.5 billion project, in achieving its objective of meeting and exceeding the diversity and inclusion goals established by MGM Resorts, the Maryland Lottery and Gaming Control Commission (MLGCC) and Prince George’s County, Maryland. Our services include program design, on-boarding of small and minority companies and their prime contractors, monthly data collection, analysis and reporting to the various internal and external constituencies. In this project, we have identified opportunities for enhanced operational functionality and efficiency, and facilitated timely and meaningful reporting using measurement metrics to demonstrate evidence of compliance.
State of Maryland Governor’s Office of Small, Minority & Women Business Affairs (GOSBA)

Laisar provided advice on best practices for complex issues involving strategy, process, procedures, and approaches. It was our responsibility to maintain knowledge of new and pending legislation, interagency and any activities that would impact the implementation and enforcement of the Video Lottery Terminal (VLT) legislation. Laisar provided compliance and monitoring services on the VLT projects.
Food & Drug Administration (FDA)
Laisar has provided technical assistance for tobacco retail compliance inspections for the Food & Drug Administration (FDA), Department of Health & Human Services Center for Tobacco Products, Office of Compliance and Enforcement, in 38 jurisdictions of the United States. In 2013 and 2014, Laisar provided technical assistance and recommendations to jurisdictions to assist in meeting contract requirements regarding review of inspections of tobacco retail establishments. We identified barriers, which precluded jurisdictions from effectively and efficiently performing their contractual requirements. In this capacity, we recommended best practices to support compliance and enforcement activities under the Family Smoking Prevention and Tobacco Control.
